- A-list Filipino political bloggers and their readers are: majority young males, have resources, located in country&#8217;s political capital<br />
- Filipinos start to blog to keep tract of thoughts and inform others;continue to formulate new ideas<br />

- Most engage in expressive, conventional and legitimate forms of participation</p>

<p>9:10 am Ms. Mayu Muñariz, Director of the PIEP on the importance of Environmental Planning and how the workshop was conceptualized.</p>
<p>9:17 am Opening Remarks by Joseph Tordella, Assistant Cultural Affairs Officer of the US Embassy, Manila.  Workshop aims to incorporate lessons from the Ondoy disaster and in &#8220;recognition that we live in a fragile world.&#8221;</p>
<p>9:20 am Dr. Smith takes the podium.  &#8220;Is there an opportunity to change things?&#8221;  Will talk about how land use planning can play a role in hazards mitigation in relation to climate change.</p>
<p>Experiences from Hurricanes Fran (1996) and Floyd (1999)<br />
Risk reduction and disaster recovery was not very difficult because of the availability of federal dollars.</p>
<p>Hurricane Katrina in NC: worked with Governor&#8217;s Office of Recovery and Renewal.</p>
<p>Center&#8217;s Vision:</p>

<li>Expand our understanding of hazard science through rigorous interdisciplinary research agenda focuse on hazard resilience</li>
<li>Develop a translational model that moves knowledge into practice using IT products, education, extension and training methods reflecting and diversity and needs of targeted audiences</li>

<p>Natural Hazards vs Disasters: &#8220;Disasters are a human construct.&#8221;<br />
Hazards by itself are not bad.  Floods are not bad in itself.</p>

4 Phases of Emergency Mgt: Preparedness, Response, Hazard Mitigation, and Recovery</p>
<p>Hazards Mgt: Risk Reduction; what is it you can do to decrease vulnerability; includes land use planning</p>
<p>&#8220;US is starting to realize climate change is actually happening.&#8221;</p>
<p>With climate change, we don&#8217;t if a hundred year event will happen every five years or every ten years, etc.</p>
<p>In 1900, a storm devastated Galveston, Texas.  They chose to elevate the entire island and built a seawall.  By building a sea wall or levee stopped the natural processes and now there is no beach.  The beach which serves as a natural protection is now gone.  And the island is now spending dollars to re-create the beach.</p>
<p>Importance of assessing &#8220;social vulnerability.&#8221;</p>
<p>Some communities in US don&#8217;t take capability assessment seriously.</p>
<p>Dimensions of capability are fiscal (internal and external), technical, administrative, and political.  Do these have positive and negative effects on your programs?</p>
<p>&#8220;It takes political will to say enough.&#8221;  It&#8217;s very hard to have the will to limit development.</p>
<p>10:20 am Robert &#8220;Bobby&#8221; Alabado, from the City Planning Office, is asking questions regarding limiting and managing development in Davao City.</p>

<p>Alobado: One of the first settlers in Louisiana were indigenous Filipinos who were brought to educate Louisiana settlers on housing on stilts and other housing adaptations for watery terrains.</p>
<p>Alobado emphasizes the difference in the housing of the urban poor and how easy it is for them to recover from hazards compared to those in the middle classes.</p>

<p>As a follow-up to the <a href="http://www.davaobloggers.net/2010/03/29/creative-writing-workshop-for-bloggers-held/"><strong>Creative Writing Workshop for Bloggers</strong></a> that was held last March 27, 2010, we will be holding the Creative Writing Workshop Part 2 on July 17, 2010.</p>
<p>The workshop will still be held at the Training Rooms of the PLDT Davao Office, along Ponciano Street.  It will be from 7:30 am &#8211; 5 pm.</p>
<p>We will still have Mr. <strong>Rene Lizada</strong> as our resource speaker.  Lizada is an educator, SunStar Davao columnist, and writer.  He will be continuing the discussion, focusing on the construction of sentences and paragraphs.  <span id="more-342"></span></p>
<p>This workshop is highly recommended for participants of the <a href="http://www.davaobloggers.net/2010/03/29/creative-writing-workshop-for-bloggers-held/">first workshop</a>.  However, interested participants who didn&#8217;t attend the first workshop are still welcome to join us. <p>Non-bloggers are also welcome to join this workshop.</p>
<p>For this workshop, we are requiring participants to pay a fee of P300 on or before 5 pm of July 9, 2010.  The payments are to be put in a sealed envelope marked with the participant&#8217;s name and dropped of at the following outlets:</p>
